In South Africa, ensuring that electrical installations are safe and comply with the necessary regulations is crucial. One of the key documents that guarantee this is the Electrical Certificate of Compliance (COC). The COC is a compulsory document required which serves as a confirmation that electrical work or installations meet the standards set out in the national regulations and can be used safely. But who exactly is authorized to issue this certificate?

1. Qualified Electricians
- To issue an Electrical Compliance Certificate, the electrician must be registered with the Department of Labour and should have the relevant qualifications in electrical installation work. This includes being able to carry out work in compliance with the SANS 10142 wiring code and safety standards.
- The electrician must hold a valid wireman’s license, which certifies that they are competent and capable of handling electrical work, ranging from wiring installations to maintenance and inspections.
- Qualified electricians typically have a solid track record of working with electrical systems, ensuring they possess the necessary expertise and experience to ensure safety and compliance when issuing a COC.
2. Registered Electrical Contractors
- In many cases, electrical contractors who employ qualified electricians can also be responsible for issuing the COC. These contractors are licensed and regulated to carry out electrical work in compliance with national standards. As a business entity, they may issue the certificate for electrical installations performed by their team, provided that the work has been carried out under the supervision of a licensed wireman.
3. Approved Inspectors
- For more complex electrical installations or where the work has been completed by non-registered individuals, an approved inspector may need to be involved to inspect the work and issue the COC. These inspectors must also have appropriate credentials, often with more specific expertise in the regulatory requirements for electrical installations.
